What is the Jobs Guarantee scheme?
The Phase 1: Jobs Guarantee Pilot is a government-backed scheme designed to support young people aged 18–21 who have been on Universal Credit for 18 months or more to access paid work with supportive employers.
For employers, the scheme provides a fully funded six-month job placement, alongside support to help both the employer and the young person succeed. Funding can cover over £9,000 in employment costs.
The aim is simple – help employers fill real vacancies, while giving young people the experience and support they need to move into long-term employment.

The basics
You're not hiring blind
The Jobs Guarantee gives you six-months to assess someone in a real role – time for them to get up to speed, and for you to decide if they fit your business.
Fully-funded
There’s no salary cost to your business. The government covers 100% of wages for 25 hours per week at National Minimum Wage, including Employer NI and pension contributions.
Recruitment
Supplytrain makes recruitment simple. We send you eligible, work-ready candidates, arrange interviews and stay involved during the placement to help things run smoothly.
How Jobs Guarantee works for employers
Fully funded
The government covers:
- 100% of wages (25 hours/week at National Minimum Wage)
- Employer National Insurance and pension contributions
- Up to £250 towards setup costs
You run payroll as normal, and costs are reimbursed through the scheme. You are supported through the process to keep things simple.
On-going support for you and the employee
Young people receive structured support before and during employment through Catch 22. This includes:
- Pre-employment support such as CVs, interview preparation and confidence building
- Ongoing in-work support, mentoring and regular check-ins
- Help to address any challenges that may come up
You are not expected to manage this alone – Catch 22 is here to help both you and the employee start, sustain and succeed at work.
What employers need to provide
You provide a real meaningful job for a minimum of 25 hours per week. The role should:
- Be a genuine vacancy or additional role
- Help someone build skills and experience
- Offer a supportive working environment
The young person is employed by you and becomes part of your team.
The scheme is available now in selected areas
The Phase 1: Jobs Guarantee Scheme is currently being delivered in pilot areas across England, Scotland and Wales. Supplytrain is working with Catch 22 in the Birmingham and Solihull pilot area. If you are outside this area and submit your interest, we’ll:
- Let you know if (or when) the scheme opens locally to you
- Make you aware of other Youth Guarantee incentives and support that is available to businesses

We are not the Department for Work and Pensions (DWP).
We have been comissioned to provide free recruitment and support services for employers with Jobs Guarantee vacancies in Birmingham and Solihull. Where we are doing this, we’ll support you right through from interest to job offer (with Catch 22 on hand to provide support to the people you employ).
